Reporting to the General Manager of Community Connectivity and Transit, the successful candidate is responsible for the overall administration of the business of Guelph Transit. This includes oversight and accountability for its business applications, financial management, revenue processing, budget development, customer service, implementation of marketing and sales initiatives, policy research and administrative support. Guided by the goals and objectives of the City of Guelph Strategic Plan and committed to the Corporate Values of integrity, excellence and wellness, the candidate will aid in the achievement of the Community Vision - to be the City that makes a difference.
•Lead the strategic direction of and evolve administrative business systems, structures, operating processes and administrative technical applications to achieve the objectives of Transit’s strategic plan.
•Lead, oversee and is accountable for the continuance of Transit’s administrative systems as is required to ensure the safe, effective and efficient delivery of Transit programs and services.
•Ensure the integration, maintenance and the compliance of business applications, administrative and financial records, files and systems to the policies, procedures and systems of the Corporation.
•Recommend and advocate for continuous improvement and administrative best practices.
•Supervise all administration staff and is responsible for all Transit financial accounting transactions, controls and data including financial statements, variance reports, cash controls, inventory and accounting of all fare media, third party contracts, reconciliation of integrated data systems, inventory control, purchasing, accounts payable, payroll and timekeeping records.
•Recommend appropriate financial and administrative performance measures and standard operating procedures and controls in both a manual and computerized environment.
•Monitor, analyze and report to the General Manager the monthly status of Transit’s approved operating and capital financial activity.
•Provide coordination, oversight and monitoring of capital projects and assets ensuring accurate and timely reporting.
•Supervise staff preparation of all necessary Transit RFP and tender document specifications.
•Ensure compliance and monitoring of all contractual agreements including renewals and time specific clauses.
•Work with the General Manager to coordinate and prepare Transit’s annual operating and capital budget.
•Provide analytical and information support to the General Manager as required, including analysis of trends, forecasts of revenues, expenditures and future projections of variances to budgets.
•Maintain historical database of key Transit statistics including ridership, fare media sales, revenue and labour and non-labour expenses. Maintain database on key performance indicators for municipal comparators.
•Supervise and monitor the implementation and performance of all Marketing and Sales programs, pilots and initiatives.
•Support the General Manager in the analysis of issues and the preparation of reports and documents for Operations, Transit and Emergency Services Committee and City Council.
•Undertake ongoing internal risk evaluation, monitoring of control activities.
•Manage Transit’s electronic communication channels (webpage, Twitter and Facebook) to insure and the timely and accurate conveyance of information to passengers.
•Work with Corporate Communications to prepare Issue Notes and Communication Plans to support the introduction of new routes, programs or initiatives.
•Act as point of contact for industry and external agency data requests and submissions.
•Manage commercial advertising contracts (vehicles, benches and shelters).
•Audit revenues generated by marketing opportunities and ensure continuous improvement.
•Ensure publications for programs, services and general operations (e.g. maps, schedules and route information) are accurate and revised on a timely basis.
•Establish and oversee a customer service protocol, customer satisfaction benchmarks and response system for Transit ensuring the timely response to complaints, requests for information and public comments.
•Perform other related duties as assigned.
•Considerable experience related to the duties listed above, normally acquired through the completion of a university degree in Business Administration, Accounting or related discipline & experience in customer service/administration, financial management, business applications & technologies within a private or public organization. Candidates with an equivalent combination of education & experience will be considered.
•Experience motivating, training, & supervising staff in a service oriented, politically sensitive environment.
•Ability to develop, coordinate and monitor operating and capital budgets, prepare financial statements and perform financial analysis and reporting.
•Knowledge of generally accepted accounting principles, relevant legislation, policies & procedures.
•Strong analytical and organizational skills with the ability to manage multiple projects and assignments in order to meet deadlines in a very demanding environment.
•Excellent customer service skills with the ability to resolve customer inquiries/complaints in an effective manner.
•Excellent communications skills (both oral and written) with the ability to communicate with all levels of staff, stakeholders and the general public.
•Ability to analyze problems, identify and evaluate alternatives and make recommendations in order to implement procedures and policies maintaining strict confidentiality.
•Advanced computer skills in Microsoft Office (Word, Excel) and financial management systems.
•A professional accounting designation would be an asset.
