The Administration & Contract Services Office is seeking a Purchasing Agent to supervise and coordinate the day-to-day procurement activities of the Operations & Administration Procurement staff.

Key Responsibilities:

·         Safeguarding the interests of Metrolinx by ensuring adherence to policies and procedures and by ensuring that the use of competitive procurement methods is maximized.
·         Supervising the day-to-day activities of the corporate capital procurement and contract services program by coordinating and prioritizing all procurements and tendered projects on an ongoing basis.
·         Providing an effective and efficient centralized program for the procurement and supply of construction, construction related and professional services.
·         Maintaining and updating corporate procurement document standards.
·         Interpreting changes in Canadian contract and bidding law and ensuring their proper and uniform application.
·         Determining appropriate procurement methods and ensuring that appropriate documents and procedures are used.
·         Interpreting and ensuring compliance, by user groups, to purchasing policy and approving deviations and exceptions.
·         Defending policy, competitive standards, tendering practices, standard documentation, evaluation committee results and awards in every day practice and to Metrolinx, bidders and the general public.
·         Chairs the Public Tender opening committee and project specific bidders (site) conference meetings.

Qualifications:  '
  • Knowledge of purchasing principles and practices normally attained through the completion of a program with courses leading to a PMAC certification, or any combination of education, training and experience deemed equivalent.
  • Minimum five (5) years’ experience in the direct supervision of buyers in a computerized purchasing function
  • Solid background in conducting the complex procurement of construction services and professional services by public tender, proposals, quotations and negotiations, as well as a thorough and up to date knowledge of Canadian contract and tendering law.
  •  Excellent oral communications skills are essential to effectively communicate with procurement staff, client groups and vendors
  • Good written communications with demonstrated ability to prepare complex contract documents and specifications.
  • Good Analytical skills are required to evaluate complex tender submissions.
