GO Transit’s Rail Service Division is seeking a Finance & Contract Specialist to  effectively provide analytical support to the management of operating and/or capital budgets; to establish procedures and processes within the office, and between interacting internal offices; to support, coordinate, and ensure timely, accurate and cost-effective administration of Rail Services contracts; and the procurement of Rail Equipment.

Key Responsibilities:

·         Supporting the management and planning of Rail Services Capital and Operating Budgets, by identifying and assessing financial issues that could impact the overall Operations.
·        Satisfying demands from Management and the Board for financial information through the planning, development and delivery of various financial forecasting and analytical reports, including expenditures and budget variances.
·          Participating in rail fleet planning and the development of retrofit/modification programs.
·         Participating in contract negotiations, in conjunction with Procurement & Contract Services, monitoring equipment utilization and acquisition, processing liquidated damages and cost recovery claims as required, and ensuring the quality level, and cost per unit, of the maintenance work performed adheres to budget and timelines, and is in compliance with the contractor’s agreement.
·          Provide ad hoc financial analysis for business silos within Rail Services.

·      Completion of a 4-year post-secondary College diploma program in Business Administration, Finance, Commerce, Economics, or any combination of education, training, and experience deemed equivalent.
·      Courses leading to, or a completed designation in, accounting or finance and/or experience in one of the Rail Equipment core areas (Rail Equipment Maintenance and/or Facility Maintenance) would be an asset.
·        Minimum six (6) years’ experience in the railway / transit industry in financial planning and analysis, and/or project management that includes direct exposure to, or demonstrated working knowledge of:
o   Management or control of costs, including budgeting and forecasting.
o   Contract administration including negotiations, procurement, acquisitions, and the development of terms and conditions.
o   Report development and generation, including charts, graphs, and progress reports, and making presentations, both oral and written, to Management level audiences.
o   Organizational and analytical processes.
o   Database, spreadsheet, word processing, and presentation software.
