The Strategic Business Support department’s vision is to provide strategic and operational expertise to the departments of the Planning and Development Commission in the areas of communications, customer service, business process, financial management, technology, and GIS. The department is looking for a Business Solutions Analyst who will be responsible for collaborating with the Planning and Development Commission’s departments and Information Systems and Solutions department to understand key business objectives and technological capabilities to provide fully integrated business solutions.

Job Responsibilities:

Application Testing & Support
• Develops and leads User Acceptance Testing(UAT) plans and activities for all technology related projects
• Provides complete and timely support to end users and ensure that they have thorough understanding of AMANDA and other technologies(i.e. Sharepoint) as it applies to their position
• Acts as business lead for future implementations of the AMANDA system and other technologies on behalf of the commission
• Contributes to and coordinate annual work plan for the improvement of all applications used in the commission

Business Analysis & Consulting
• Translates business requirements into technical specification (i.e. create configuration and design documents)
• Elicits business requirements and perform gap analysis
• Responsible for identifying and documenting business rules and folders set up as part of the analysis and design phases of a project utilizing various techniques such as interviews, workshops, business processes and workflow diagrams
• Utilizes business process mapping tools and techniques to document current and future processes
• Provides advice to management and other staff in the commission on how processes and the use of technology can be improved
Research, Reporting & Analysis
• Researches and recommends new ways to utilize technology within the commission and keep up to date with emerging trends and what other municipalities are doing to make operations more effective and efficient through the use of technology
• Uses SQL and/or Crystal Reports or other tools to develop meaningful reports
• Develops and maintains internal dashboard, utilizing Business Intelligence tools to help support management in decision making

Training & Documentation
• Provides orientation and training to new and existing staff of all levels. Develops and maintains training and other documentation related to AMANDA and associated business processes

Project Management
• Utilizes industry best practices, manage internal to the commission projects  identified by the commission’s management team
• Coordinates various technology related initiatives with IS+S.  Acts as liaison between IS+S and the departments within the commission
Organizational Change Management & Communication
• Develops and executes change management and communications management plans

Qualifications/Skills:
• Completion of a 3 year Diploma or Degree in business or computer science combined with at least 3 years in depth experience implementing/supporting business applications, conducting data analysis, business requirements gathering and reporting preferably in the public sector. Another combination of relevant education and experience may also be considered
• Business Analysis Body of Knowledge certificate (BABOK) or knowledge of business process modeling notation (BPMN) would be considered an asset
• Strong business and information technology skills (particularly relational database management concepts)
• Knowledge and experience with licensing and permitting systems such as  AMANDA would be preferred
• Strong computer skills in JD Edwards, Business Intelligence (BI) tools, MS Office, SharePoint, SQL, Crystal Reports and Visio and/or other enterprise systems
• Strong interpersonal skills to be able to influence and negotiate solutions with management staff and outside commission partners
• Superior communication, problem solving, analytical, and decision making skills
• Excellent organizational and project management skills and the ability to meet multiple deadlines with conflicting priorities
• Ability to conduct effective training to increase the skill level of all impacted users and to mentor staff on the effective use of technology
