The Opportunity

The Ontario Power Authority (OPA) is an agency of the provincial government with a unique and vital role in Ontario’s electricity sector. It has the mandate to ensure that Ontario’s business, industry and residential consumers have the electricity they need- when they need it. The OPA is responsible for ensuring that the province’s electricity system remains reliable, sustainable and cost effective. Our key areas of focus are coordinating conservation efforts across the province, planning the power system for the long term and ensuring the development of needed generation resources.


The Contract Analyst reports to the Manager, FIT and microFIT, who has primary responsibility for coordinating, managing and optimizing all OPA contract obligations relating to Feed-in Tariff (FIT) and microFIT contracts.  Resulting from the launch of the FIT and microFIT Programs, the OPA is expected to execute over 3,000 FIT and microFIT contracts totaling over 2,500 MW.  The approximate value of FIT and microFIT contracts is expected to exceed over $7 billion.  The Contract Analyst will assist in managing the contract issues, be directly accountable for the design of processes and procedures to manage all of the OPA’s FIT and microFIT contract obligations, including but not limited to: collection and management of completion and performance securities; verification and validation of any Ontario content supply obligations; issuance and management of Notice-to-Proceed provisions, enabling the development of the supply project to move forward towards respective Commercial Operation Dates.  In addition to initially designing and implementing these procedures, this Analyst will be managing the OPA’s respective contract obligations ensuring their timely completion and effective issues management.


The Contract Analyst is responsible for:

·         Creating, maintaining and enhancing contract management database spreadsheets for FIT and microFIT contracts.
·         Designing and producing reports with a high level of accuracy, routinely and on an ad hoc basis.
·         Advising on systems and recommend changes in project development tools to support the successful management of FIT and microFIT contract.
·         Completing daily updates to the Contract Management Database, ensuring information is current and make revisions to database structure as needed by FIT Team to effectively manage contracts.
·         Assisting with communications and queries from the IT Team related to Contract Management Database, and IT Database deliverables.
·         Designing and implementing processes and procedures to manage all OPA FIT and microFIT contract obligations
·         Managing and ensuring all OPA FIT and microFIT contract obligations are fulfilled in accordance with approved processes 
·         Effectively managing contract issues by meeting with OPA staff, respective contract counterpartiesand, when applicable, external agencies/organizations (e.g., Local Distribution Companies, transmitters, Independent Electricity System Operator, etc.) 
·         Interface with stakeholders relating to any changes or amendments that may be proposed and finalized for FIT and microFIT contracts

Additional duties and responsibilities include:
§  Providing guidance, advice and support to ensure that contract management processes are effective, efficient, expeditious, and ethical and provides the best possible value to the OPA, Ontario’s power system, and Ontario’s ratepayers
§  Providing resolution of major issues, particularly those that cross projects or have broad ramifications
§  Acting as the point of contact for Contract Management FIT and microFIT contract requirements and obligations – will receive, prioritize, coordinate, monitor contract obligations and issues
§  Supporting complex projects within Electricity Resources, including from time-to-time those outside of Contract Management
§  Advising on methods and recommend changes in OPA contract management  policies, procedures, standards, processes, and strategies
§  Developing original and creative solutions that meet business needs
§  Seeking opportunities to provide value added solutions for projects
§  Coordinating and monitoring Contract Management logistics and budget


Must Have:

§  Post-secondary diploma or degree at college or university level
§  2-5 years of progressive electricity industry experience which preferably would include generation procurement and generation development
§  2+ years of experience coordinating logistical and process-oriented projects, which includes project management and project scheduling experience
§  Demonstrates strong understanding of business principles and processes as they relate to procurement and contract management
§  Works well in translating business requirements to resources (internal and external) in supporting the project
§  Ability to work effectively within a group and must be able to effectively coordinate with OPA staff and external stakeholders
§  Strong MS Excel and Access skills

Nice to Have:

§  Knowledge and or exposure to Local Distribution Companies (LDCs)
§  Knowledge of federal and provincial approvals processes for new electricity generation projects.
§  MS Visio, MS Project
§  Legal process knowledge (with respect to contracts)
