The Opportunity

The Ontario Power Authority (OPA) is an agency of the provincial government with a unique and vital role in Ontario's electricity sector. It has the mandate to ensure that Ontario's business, industry and residential consumers have the electricity they need- when they need it. The OPA is responsible for ensuring that the province's electricity system remains reliable, sustainable and cost effective. Our key areas of focus are coordinating conservation efforts across the province, planning the power system for the long term and ensuring the development of needed generation resources.

Purpose/Accountability:
The Senior Procurement Specialist is accountable to the business users (Clients) of procured goods and services to consult and manage OPA procurement services (excluding electricity demand/supply contracts).

Primary Responsibilities:
Advisory & Customer Service:
  • Deliver exceptional customer service, guidance and consultation to Clients through the Procurement Cycle (including procurement policy, compliance requirements, procurement design options and another Procurement related questions)
  • Identify areas of opportunity and risk and advise on solutions.
  • Recommend process and tools for continuous improvement of service delivery.
  • Provide training on procurement processes and policy as required.
  • Manage the vendor relationships and supplier post performance evaluation process.
Procurement:
  • Manage the procurement process for RFx (RFP, RFI, RFQ, RFEI, etc.) from developing business cases to drafts of the procurement to executing contracts with Clients.
  • Act as a process monitor during an RFx process as requested by the Business Units. Maintain productive and collaborative relationships with internal and external sources, colleagues, and others to obtain, provide, verify and discuss information and best practices.
  • Develop evaluation tools where results have significant impact and facilitate and participate in evaluation meetings and be responsible to score the pricing component
  • Collaborate with Clients and legal group to identify service requirements in preparation of developing proposed agreements (contracts).
  • Ensure compliance with OPA Records Management Policy.
Planning & Analysis:
  • Anticipate requirements; participate in annual business planning meetings.
  • Facilitate procurement planning and collaborate across business units to successfully implement procurement strategies.
  • Analyze, develop, negotiate and recommend supplier service agreements and blanket agreements, ensuring all appropriate terms and conditions have been included to protect the interests of the OPA.
  • Resolve concerns with regards to procurement practices.  Initiates corrective action when insufficient information or incorrect procedures occur, suggests options for resolutions.
Organizational:
  • Review and execute system requisitions, contracts and purchase orders to ensure accuracy and completeness of submission.
  • Measure and evaluate procurement performance and report as required by Manager; Executives; Board of Directors and Audit Committee. Act as Manager’s back up if needed.
  • Other duties as required.
Knowledge, Skills & Experience:
  • Exceptional approach to customer service and interpersonal skills.
  • Experience in RFP, RFQ, RFI, RFEI, Tender and contract administration
  • Experience in writing contracts and be familiar with the legal terminology
  • Ability to apply thorough knowledge of procurement and contracting principles and exercising good judgment in providing advice and guidance to business units
  • Minimum 7 years procurement experience including a variety of outsourcing activities, consulting services, IT and equipment
  • Exceptional communication skills (oral and written) with proven experience in creating formal reports, memos and other relevant correspondence
  • Ability to work well within a team
  • Experience in organizing large volumes of work; strong planning and coordinating skills to organize own priorities and workflow.
  • Ability to manage and organize a high level of information flow.
  • Strong filing and records management skills
  • Experience with procurement software. (SAP experience is an asset.)
  • Advanced computer skills, including proficiency in Microsoft Word, Excel, Outlook, Adobe and PowerPoint
Assets:
  • Bachelor’s degree in related discipline a law degree is preferred. (Administration, Business, Finance, Procurement, etc.)
  • Industry-recognized Procurement designation is an asset (C.P.P., C.P.M.)
  • Formal training/certification in contract law is an asset
  • Energy industry knowledge
  • Procurement experience in public sector.
